The Doctor spends most of this 24 years traveling through Europe and playing practical jokes, realizing at the end of his time that he has made a mistake, but of course by this time it is to late for him to renege on his deal with the devil. WPA Theaters were a new deal program started by Roosevelt to employ thousands of unemployed actors and professionals during the Depression.
